摘　　要：云南省“西南生态安全屏障”和“生物多样性宝库”的国家级战略定位表明云南省在国家生态安全、生物多样性保护格局中的重要性。但传统发展模式下,生态及生物多样性保护与经济高质量发展之间的矛盾日益凸显。本文从筑牢“西南生态安全屏障”出发,分析云南生物多样性保护存在的困境和问题,从建立“生物多样性保护特区”、积极争取国家对特区政策和资金支持、推动特区绿色发展和乡村振兴等3个方面提出政策建议,以期为云南省生态文明建设实现新进步提供参考。The strategic position of Yunnan Province as“Ecological Security Barrier in Southwest China”and“Biodiversity Treasure”in national level indicates the importance of Yunnan Province in the national ecological safety and biodiversity conservation structure.However,under the traditional development framework,the conflict between the strategic position and high-quality economic development has become increasingly prominent.This paper discusses the strengthening of“Ecological Security Barrier in Southwest China”,analyses dilemma and existing problems of biodiversity conservation that Yunnan province faces,and suggests possible solutions from three main aspects,i.e.establishing the Biodiversity Conservation Special Zone,actively applying for relevant policies and financial supports for the Special Zone,and promoting green development and rural revitalization.
