摘　　要：中国高等教育发展史是一部国家政策主导下的治理变迁史,高等教育变革具有典型的“中国特征”。新中国70年高等教育中的变化主要表现在三个方面:一是高等教育结构发生了变化;二是管理方式发生变化;三是政府与高校关系发生了变化。不变的是党的权威和制度权威,主导高等教育的方式和逻辑没有发生变化。变与不变,反映了高等教育发展的多变量因素。在历史与未来之间,我国高等教育又踏上了治理现代化的新征程。高等教育现代化需要形成新的发展战略和目标模式,需继续推进以体制为中心的治理变革,藉此推动我国高等教育治理的变革与转型,激发高等教育各主体的正向力量,实现高等教育的高质量发展。The history of Chinese higher education development is a history of governance changes under the guidance of national policies,and the reform of higher education system has the typical"Chinese characteristics".In the 70 years of new China,the changes in higher education are mainly manifested in three aspects:first,the structure of higher education has changed;second,the management mode has changed;third,the relationship between the government and universities has changed.What remains unchanged is the party's authority and institutional authority,and the way and logic of leading higher education have not changed.The change and invariance reflect the multivariate factors of the development of higher education.Between the history and the future,Chinese higher education has embarked on a new journey of governance modernization.China's higher education needs to form a new development strategy and target model,and continue to promote the governance reform centered on the system,so as to promote the decentralization and co governance of Chinese higher education,stimulate the positive force of all subjects of higher education,and achieve high-quality development of higher education.
