摘　　要：文章基于我国建立健全决策咨询制度的时代背景,运用理论研究和文献分析方法,探讨了新型智库的内涵及服务政府决策的实践,并在此基础上提出将智库纳入政府决策体系、构建统一智库服务平台、打造新型民间智库、组建智库行业联盟、提高智库治理水平等提升对策,拟为高端智库建设服务政府决策提供参考。Based on the background of establishing and improving the decision-making consultation system in China,using the methods of theoretical research and literature analysis,this paper discusses the connotation of new think-tanks and the practice of serving government decision-making,and puts forward that think-tanks should be included in the government decision-making system.It is also suggested to develop a unified think-tank service platform,a new private think-tank,and a think-tank industry alliance.The improvement measures,such as improving the governance level of think-tanks,are intended to provide reference for the construction of high-ended think-tanks to serve government decision-making.
