摘　　要：政府应对企业碳排放情况进行强力监控,促进能源体系、产业体系和消费领域等向低碳化转型。要维护碳交易市场秩序,防止企业在碳交易中出现内幕交易、发布虚假市场信息和违约等行为,保证在配额总量设置及分配后碳交易能够有效进行。在交易规则、参与主体和交易产品等方面,应创造和培育成熟有利的市场环境和条件,加强温室气体排放统计与核算。The government should strongly monitor the carbon emission situation of enterprises and promote the transformation of energy system,industrial system and consumption field,etc.to low carbon.It should maintain the order of the carbon trading market,prevent insider trading,release of false market information and breach of contract by enterprises in carbon trading,and ensure that carbon trading can be carried out effectively after the total amount of allowances is set and allocated.In terms of trading rules,participating parties and trading products,a mature and favorable market environment and conditions should be created and cultivated,and greenhouse gas emission statistics and accounting should be strengthened.
