摘　　要：利用DEA方法对中国31个省份2014—2018年的电子政务服务效率进行测算,运用TOE分析框架结合Tobit回归模型挖掘不同驱动因素对于电子政务服务效率的影响。研究发现,中国电子政务服务效率普遍较低,区域电子政务服务效率差距大,效率由东到西呈递减趋势;技术因素对政府的电子政务服务效率的提高起到显著的促进作用,高水平的政府财政收入对东部地区具有显著的积极影响,但对中西部地区的电子政务服务效率存在削弱作用。基于此,提出规范电子政务建设投入,优化电子政务服务水平;采用区域异质性的政策措施,促进区域电子政务协调发展;强化政府科技创新投入,夯实信息基础设施建设的政策建议,以期为电子政务服务效率的提升提供理论和实践借鉴。On the basis of measuring the service efficiency of e-government in 31 provinces and cities in China by using DEA from 2014 to 2018,this study uses the TOE framework and the Tobit regression model to deeply explore the influences of different driving factors on the service efficiency of e-government.It is found that the efficiency of e-government service in China is generally low,and the efficiency gap between different regions is obvious,with the efficiency gradually decreases in the eastern,central and western regions.Technical factors play a significant role in promoting the improvement of the service efficiency of e-government,and the high level government revenue has a significant positive effect on the eastern region,but it weakens the efficiency of e-government service in the central and western regions.In this regard,this study proposes that we have to standardize the investment in e-government construction and optimize the service of e-government;regional heterogeneity policy measures should be adopted to promote the coordinated development of regional e-government;strengthen government investment in scientific and technological innovation and consolidate the construction of information infrastructure.The paper aims to provide theoretical and practical reference to improve the service efficiency of e-government.
