智慧治理视域下跨部门政府信息资源共享的阻碍与纾解

摘　　要：跨部门政府信息资源共享有利于促进政府决策的科学化与民主化,助推服务型政府建设。智慧治理与跨部门政府信息资源共享本质上是共生与进步的双向互动关系。目前,跨部门政府信息资源共享尚存标准化体系不完善、组织协调机制缺失、配套软件滞后、信息消费水平低等问题,与公众日益增长的政府信息资源需求不相匹配。新形势新阶段新格局下,应以完善标准体系、加强组织协调、软硬件同步建设、提高信息消费水平等为主要内容建构跨部门政府信息资源共享机制,推动政府治理朝智慧化大步迈进。The sharing of cross departmental government information resources is conducive to promoting the scientization and democratization of government decision-making and promoting the construction of service-oriented government.Intelligent governance and cross departmental government information resource sharing are essentially a two-way interactive relationship of symbiosis and progress.At present,there are still some problems in cross departmental government information resource sharing,such as imperfect standardization system,lack of organization and coordination mechanism,lagging supporting software and low level of information consumption,which do not match the growing public demand for government information resources.Under the new situation,new stage and new pattern,we should construct a cross departmental government information resource sharing mechanism with the main contents of improving the standard system,constructing the organization and coordination mechanism,synchronous construction of software and hardware,and improving the consumption level of information resources,so as to promote government governance to make great strides towards wisdom.
