公安院校办学质量保障路径研究——以教学水平评估为视角

摘　　要：人民警察的特殊职能决定了公安院校人才培养的极端重要性。因此,公安院校的办学质量保障除了采用普通高等院校的评估体系外,应考虑结合公安工作实战性强的特点,由公安部牵头组织对相关的专业教学水平进行评估。针对这一保障路径,从参加评估的主要专业、评估专家的遴选、评估工作的主要流程、评估结果的形成及使用五个方面论述了公安专业教学评估的相关策略。同时,基于本科教学的普遍性,从公安部组织专业评估的角度,讨论了校内质量保障体系、评估专家队伍的建设和评估理论体系的研究等问题。The special functions of the people's police determine the extreme importance of personnel training in public security colleges and universities.Therefore,in addition to adopt the evaluation system of ordinary colleges and universities,the Ministry of Public Security(MPS)should consider the characteristics of strong practicality of public security work,lead the organization to evaluate the relevant professional teaching level to guarantee their running quality.For this guarantee path,this paper discusses the relevant strategies of public security professional teaching evaluation from five aspects:the main majors participating in the evaluation,the selection of evaluation experts,the main process of evaluation,the formation and use of evaluation results.At the same time,based on the universality of undergraduate teaching and from the perspective of professional evaluation organized by MPS,it discusses the quality assurance system,the construction of evaluation expert team and the study of evaluation theory system.
