摘 要:面对上级指派的众多任务,村级组织形成的以自我效用最大化为中心,根据“激励-约束”条件所带来的利益与风险大小为衡量标准,有差别地投入行动资源去执行上级任务的行为可以概括为“差序应对”。“差序应对”行为具体表现为,全力以赴对待强激励-强约束型任务、积极应付强激励-弱约束型任务、量力而行对待弱激励-强约束型任务、消极应付弱激励-弱约束型任务。以组织所处的外部环境、组织的内部因素这两个维度对村级组织“差序应对”行为的发生逻辑加以阐释,可以发现:任务超载、行动资源不完全匹配与激励驱动是“差序应对”行为产生的结构性原因;村干部效用最大化的行动取向是“差序应对”行为产生的内在原因;基层政府对任务目标的差别化验收与村民监督缺位是差序应对行为产生的直接原因。In order to cope with various tasks assigned by higher authorities,some village committees input energy and resources differently based on the self-interest as the centre of choice and the benefit and risk caused by the“incentive-constraint”environment of tasks as the measurement standard.Such a practice is termed as“differential responding”in this paper.Differential responding is practiced in the following way:sparring no pains to to deal with the“strong incentive-strong constraint”tasks;actively dealing with the“strong incentive-weak constraint”tasks;dealing with the“weak incentive-strong constraint”tasks according their ability;passively coping with the“weak incentive-weak constraint”tasks.This paper explains the logic mechanism of“differential responding”from the two dimensions of the external environment and the internal factors of the organization:task overload,incomplete matching of action resources and incentive-driven are the structural reasons;the action orientation of maximizing the effectiveness of village cadres is the the internal reason;the difference acceptance of mission objectives by the grass-roots government and the absence of villagers supervision make the responding possible.
