摘　　要：简要介绍当前海关科技资源的总体概况,从践行总体国家安全观、优化口岸营商环境、提升履职把关成效等方面对近几年海关科技取得的成效进行概括。基于扩大对外开放、维护国门安全、促进跨境贸易、推进科技创新等需求阐明现阶段海关科技面临的挑战,并对海关科技工作在体制机制方面存在的短板问题进行剖析,同时,有针对性地从融入地方科技顶层设计规制、纳入地方科技人才队伍、列入地方技术创新平台建设、嵌入地方成果转化链条、并入地方科普体系建设等方面提出海关与地方科技融合发展的建议对策。This paper briefly introduces the general situation of the current customs scientific and technological resources,summarizes the achievements of the customs science and technology in recent years from the aspects of implementing the overall national security concept,optimizing the port business environment,and improving the performance of the customs.Based on the needs of opening wider to the outside world,maintaining national security,promoting cross-border trade,and promoting scientific and technological innovation,the paper clarifies the challenges facing customs science and technology at the present stage and analyzes the shortcomings in the system and mechanism of the customs scientific and technological work.At the same time,suggestions and countermeasures for the integrated development of local science and technology are put forward from the following aspects:integrating the top-level design regulation of local science and technology,integrating the local science and technology talent team,integrating the construction of local technology innovation platform,embedding the transformation chain of local achievements,and integrating the construction oflocal science popularization system.
