摘　　要：目的探索“互联网+”中药代煎服务规范化质量管理办法。方法采用非随机抽样法,选取全国14个省(自治区、直辖市)正在开展“互联网+”中药代煎服务的27家医疗机构,通过检索文献、调查研究和咨询专家编制调查问卷表进行问卷调查,分析“互联网+”中药代煎服务存在的问题及服务质量影响因素。结果问卷有效回收率为100.00%(27/27)。在开具中药饮片处方时,14家(51.85%)能严格落实相关法规要求,13家(48.15%)能基本落实。11家(40.74%)未使用合理用药软件监测。4家(14.81%)从业人员不熟悉煎药室管理规范;4家(14.81%)偶尔开展煎药知识培训,2家(7.41%)基本无此类培训;部分医疗机构煎药人员煎药方法和预处理不合规;仅1家(3.70%)采用折光率法检测煎药成品质量;21家(77.78%)开展了煎药配送服务(含自行配送及委托配送,但委托配送的主体与委托方之间缺乏完善的监管流程和质量保障监管措施);23家(85.19%)开设了中药咨询服务,其中17家(73.91%)开展多种线上咨询服务;17家(62.96%)通过调查患者满意度来反馈煎药服务质量。服务质量影响因素得分率排前3名的依次为饮片质量(92.59%)、调剂准确性(55.56%)、煎煮过程和处方审核(均为48.15%)。结论建立健全质量标准体系,明确监管主体,实行机构准入制,对于提高“互联网+”中药代煎服务质量和管理水平具有重要意义。Objective To investigate the standardized quality management method of″Internet+″traditional Chinese medicine(TCM)decoction service.Methods Through non-random sampling method,27 medical institutions which were carrying out the″Internet+″TCM decoction service were selected from 14 provinces(autonomous regions and municipalities directly under the central government)in China.A questionnaire survey was formulated by literature retrieval,investigation and expert consultation,and it was conducted to analyze the problems and the influencing factors of the quality of″Internet+″TCM decoction service.Results The effective recovery rate of the questionnaire was 100.00%(27/27).When prescribing TCM decoction pieces,14(51.85%)medical institutions could strictly implement the requirements of relevant laws and regulations,and 13(48.15%)medical institutions could implement them.A total of 11(40.74%)medical institutions did not use rational drug use software for monitoring.Employees in four(14.81%)medical institutions were not familiar with the management specifications of the decoction room.Four(14.81%)medical institutions occasionally carried out decoction knowledge training,and two(7.41%)medical institutions had no such training.The staff’s decoction methods and pretreatment in some medical institutions were not in conformity with the regulations.Only one(3.70%)medical institution tested the quality of finished decoction by refractive index method.A total of 21(77.78%)medical institutions have carried out decoction and delivery services(including self-delivery and entrusted-delivery,but there was a lack of perfect supervision process and quality assurance supervision measures between the entrusted delivery subject and the delegate).A total of 23(85.19%)medical institutions set up TCM consulting services,of which17(73.91%)medical institutions carried out a variety of online consulting service.A total of 17(62.96%)medical institutions reported the quality of decoction service by investigating the patients’satisfa
