摘　　要：2018年4月13日,习近平总书记宣布,党中央决定支持海南全岛建设自由贸易试验区,旨在推进中国特色资源贸易建设工作。从2013年上海自贸试验区出现至今,党中央一直关注国内国际的发展形势,并作出了一系列重大决策。习近平总书记在十九大报告中明确提出要赋予自由贸易试验区更大的改革自主权利,探索建设自由贸易港。这说明海南地区的金融和经济体制将要经历一个全新的时代,在此背景下,需要正确理解金融和外贸之间的关系,促进贸易体系的深入发展。On April 13,2018,General Secretary Xi Jinping announced that the Party Central Committee has decided to support the construction of a pilot free trade zone on the entire island of Hainan,aiming to promote the construction of resource trade with Chinese characteristics.Since the emergence of the Shanghai Pilot Free Trade Zone in 2013,the Party Central Committee has been paying attention to the domestic and international development situations and has made a series of major decisions.In the report to the 19th National Congress of the Communist Party of China,General Secretary Xi Jinping clearly stated that the pilot free trade zone should be given greater reform autonomy and explore the construction of a free trade port.This shows that the fi nancial and economic systems in Hainan will go through a new era.Under this background,it is necessary to correctly understand the relationship between fi nance and foreign trade to promote the in-depth development of the trading system.
