摘　　要：随着国内外经济、产业与科技形势不断变化,市场监管面临一系列新课题,回应性监管、监管沙盒、敏捷监管等理论进展给市场监管改革创新提供了新思路。新一轮机构改革后,中国初步形成了综合监管与专业监管相结合、功能监管与行业监管相结合的监管格局,监管理念、思路和制度体系不断健全。未来一段时期,需要结合宏观经济、科技与产业革命、国际环境的新变化,不断提升市场监管的适应性。在此基础上,明确发展环境、公平竞争、发展质量、安全保障、公共利益等方面的监管目标,坚持正确导向,逐步建立以《市场监管法》为龙头的法律法规体系,完善"放管结合、宽进严管"的现代监管格局,健全信用监管,优化监管政策体系,探索实施敏捷监管,完善监管国际协作体系,不断提升市场监管体系和能力现代化水平。With the changing economic, industrial and technological situations at home and abroad, market regulation is facing a series of new issues, and theoretical advances such as responsive regulation, regulatory sandbox and agile regulation have provided new ideas for market regulation reform and innovation. After the new round of institutional reform, China has initially formed a regulatory pattern combining comprehensive regulation and professional regulation, functional regulation and industry regulation, and the regulatory concepts, ideas and institutional system have been improved. In the coming period, it is necessary to combine the new changes in macro economy, technology and industrial revolution, and international environment to continuously improve the adaptability of market regulation. On this basis, clarify the development environment, fair competition, development quality, security, public interest and other aspects of regulatory objectives, adhere to the right direction, and gradually establish a legal and regulatory system with the Market Regulation Law as the leader, improve the ‘combination of deregulation and regulation, loose entrance and strict regulation’ of the modern regulatory pattern, improve credit regulation, optimize the regulatory policy system, explore the implementation of agile regulation, improve the regulation of international collaboration system, and continuously improve the modernization of market regulation system and capacity.
