摘  要:从多维贫困视角探讨社会保险的减贫效应,有利于进一步提升国家扶贫政策的科学性和精准性。本文通过构建A-F多维贫困指数,检验社会保险对贫困恶性循环的调节作用以及多维减贫效应。研究发现:单一维度贫困之间存在恶性循环效应,形成从收入到健康、心理状态再到收入的循环怪圈;社会保险能够调节和减缓各维度贫困之间的恶性循环,减少居民陷入深度贫困的概率,其中,社会医疗保险的调节作用和减贫效果更为显著;并在一定程度上减少居民陷入多维贫困的可能性,但效果上存在明显的群体差异,对城镇居民、老年群体和低收入群体的扶贫效果更为显著。有鉴于此,应该充分发挥社会保险的减贫作用,确保贫困人口都能享受社会保险扶贫的政策红利。Exploring the poverty reduction effect of social insurance from a multidimensional poverty perspective is conducive to further improving the scientific and precise nature of national poverty reduction policies. By constructing the A-F multidimensional poverty index, this paper examines the moderating effect of social insurance on the vicious circle of poverty and the multidimensional poverty reduction effect. It is found that: there is a vicious circle effect among single-dimensional poverty, forming a loop from income to health, psychological state to income;social insurance can regulate and alleviate the vicious circle among various dimensions of poverty and reduce the probability of residents falling into deep poverty, among which, the regulating effect and poverty reduction effect of social health insurance is more significant;and reduce the possibility of residents falling into multidimensional poverty to a certain extent, but there are obvious group differences in the effect, and the effect of poverty alleviation is more significant for urban residents, elderly groups and low-income groups. In view of this, the role of social insurance in poverty reduction should be given full play to ensure that all poor people can enjoy the dividends of social insurance policies to alleviate poverty.
