摘　　要：本文基于Malmquist-DEA方法对2012~2019年我国30个省(区、市)的创新效率进行测度,重点分析了京津冀全域和京津冀各省(区、市)创新效率演变趋势,探究了创新效率变化的原因。研究结果表明:京津冀全域创新效率逐渐提高,技术效率存在一定程度的衰退,技术进步指数逐渐提升,技术进步指数变化的影响程度大于技术效率,京津冀各省(区、市)中创新效率增长率由高到低的顺序依次为河北、北京和天津,表明京津冀一体化发展成效逐步显现,河北与北京和天津之间的技术创新能力差距正在缩小。基于研究结论,从增强统筹协调能力、优化创新资源配置、建立创新共享平台以及推动协同创新体系等方面提出进一步提高京津冀创新效率的对策建议。The innovation efficiency of 30 provinces in China is measured from 2012 to 2019 based on Malmquist DEA method,the evolution trend of innovation efficiency in the whole region of Beijing,Tianjin and Hebei is analyzed,and the reasons for the change of innovation efficiency are explored.The results show that the innovation efficiency Beijing,Tianjin and Hebei has gradually increased,the technical efficiency has declined to a certain extent,the technical progress index has gradually increased,and the impact of the technical progress index change is greater than the technical efficiency.The order of innovation efficiency growth rate from high to low is Hebei,Beijing and Tianjin,indicating that the impact of the integrated development of Beijing,Tianjin and Hebei has gradually appeared.Based on the research conclusions,countermeasures and suggestions are put forward to improve the innovation efficiency of Beijing,Tianjin and Hebei from the aspects of enhancing the overall planning ability,optimizing the allocation structure,establishing a sharing platform and promoting collaborative innovation.
