我国体医融合政策特征及发展策略

摘　　要：采用文献资料法、内容分析法等,对体医融合有关政策进行统计编码与分析,提出完善体医融合政策的发展策略。从战略定位、保障措施以及组织实施三个层面分析我国体医融合政策的主旨特征及存在的问题,并依此提出发展策略:战略层面应加强力度和完善体系、服务大健康全局,均衡资源配置与关照重点人群、服务城乡全域与全员;措施层面应引导居民自主健康行为、加强服务体系的规范与约束、丰富政策工具;实施层面应强化对部门协作机制的指导、明确政策目标与考核问责。By using the methods of literature review and content analysis,this paper conducted a statistical coding and analysis on policies related to the integration of sports and medicine,and put forward the development strategies to improve the policies.This paper analyzed the main features and exisiting problems of these policies from the aspects of strategic positioning,safeguard measure and organizational implementation,and put forward the following development strategies:At the strategic aspect,policies should strengthen and improve the system,serve the overall health situation,balance the allocation of resources and take care of key groups,and serve urban and rural areas and all residents.At the measure aspect,policies should guide residents'independent health behavior,strengthen the regulation and restriction of service system,and enrich the policy tools.At the implementation aspect,policies should strengthen the guidance of the departmental cooperation mechanism,clarify the policy objectives and assessment accountability.
