摘 要:淮河中游洪涝灾害的主要问题是中游河道泄洪能力偏小、洪泽湖顶托阻水及出湖通道不畅。自20世纪80年代以来,围绕如何扩大中游洪水出路、充分发挥行蓄洪区功能、优化行蓄洪区布局、改善淮河与洪泽湖的关系等重大工程与关键技术问题,淮河水利委员会水利科学研究院采用大型实体模型试验、一维、二维耦合水动力数学模型、原型资料分析和理论研究相结合的方法,分析了淮河流域水沙特性、河床湖床演变、河相关系、挟沙能力、造床流量等河道湖泊演变基本规律,优化了淮河干流河道整治及行蓄洪区调整工程方案,提供了行蓄洪区优化调度方案及冯铁营引河论证成果,探讨了新时期淮河中游洪涝综合治理需要进一步研究的问题。The main flood disaster problems in the middle reach of the Huaihe River are small flood discharge capacity,high water level in the Hongze Lake,and small storage capacity in the lake.Since the 1980s,the research focuses on how to expand the outlet of flood in the middle reaches,the function of flood-detention basins,to optimize the layout of flood-detention basins,and to improve the relationship between the Huaihe River and the Hongze Lake.Studies were conducted on flood outlet and river regulation in the middle reach of the Huaihe River by means of largescale hydraulic model experiment,one and two dimensional couple hydrodynamic mathematical models,observed data and theoretical analysis.The basic rules of riverbed and lake processes were studied.The optimal dispatching scheme of flood detention basins and the demonstration results of Fengtieying diversion channel were provided.Finally,the problems that need to be further studied in the comprehensive flood control in the middle reaches of the Huaihe River in the new period are discussed.
