摘　　要：2018年以来,中国制造业向东南亚转移的现象便引起各方关注,这与此轮中国制造业转移的大规模和高质量带来的深远影响有关。中国制造业向东南亚转移本是受东南亚与中国经济关系、全球工业化扩散等中长期因素影响的正常经济现象,但中美贸易争端和新冠疫情暴发等多种外部因素叠加,可能会加速制造业外移,使中国面临“产业空心化”的局面。而中国经济以及制造业在应对疫情中的良好表现,又使对局势的判断和应对进一步复杂化,为中国进行内外调整,借助“一带一路”倡议推动制造业有序转移,强化与东南亚国家之间的产业分工关系创造了“窗口期”。The phenomenon of Chinese manufacturing moving to Southeast Asia has attracted attention from all sides since 2018.This is related to the far-reaching impact of the large-scale and high-quality transfer of China's manufacturing industry.The transfer of Chinese manufacturing to Southeast Asia was originally affected by medium and long-term factors such as the economic relationship between Southeast Asia and China and the proliferation of global industrialization.However,the superposition of various external factors such as the Sino-US trade dispute and the outbreak of the new crown epidemic may accelerate the external manufacturing industry.China faces a situation of industry hollowing out,but the good performance of China's economy and manufacturing industry in responding to the epidemic has further complicated the judgment and response to the situation,and made internal and external adjustments for China,with the help of the Belt and Road.It is proposed to promote the orderly transfer of manufacturing industries and strengthen the industrial division of labor relations with Southeast Asian countries.
