摘  要:随着我国治水主要矛盾的深刻变化,“水利工程补短板、水利行业强监管”成为水利改革发展总基调。为适应这一工作重大转变,黄河水利委员会配合水利部自2019年开始开展水闸工程安全运行专项检查工作,两年间共对1190座水闸进行了专项监督检查。以新疆维吾尔自治区19座水闸检查为例,介绍了检查全流程,对检查成果各项数据进行详细分析,剖析水闸工程安全运行存在的主要问题,分析问题存在的主要原因,并探讨了解决问题的对策措施。With the profound changes in the main contradictions of China’s water management,“water conservancy projects to make up for shortcomings and strong supervision of the water conservancy industry”has become the general keynote of water conservancy reform and development.In order to adapt to this major change,the Yellow River Conservancy Commission has cooperated with the Ministry of Water Resources to carry out special inspections on the safe operation of sluice projects since 2019,and conducted special supervision and inspections on 1,190 sluices in two years.Taking the inspection of 19 sluice gates in Xinjiang Uygur Autonomous Region as an example,the whole inspection process is introduced.This paper analyzes various data of the inspection results in detail,the main problems existing in the safe operation of the sluice project,and the main reasons for the problems,and discusses the countermeasures to solve the problems.
