摘　　要：公安院校与地方基层交警大队之间存在的资源互补性潜在需求是“系队共建”的现实基础。完整的“系队共建”模式需要双方签署相应有效力的合作协议,并通过警务实战导师制、基层交警大队客座讲师/研究员制、基层民警业务培训与咨询合作等,将院校与基层交警大队之间紧密衔接。湖北警官学院近两年的“系队共建”模式实践已经产生了显著的效果,互助、合作、共赢的局面基本形成。强有力的组织体系与制度体系、标志性的合作成果是维系该模式长期运营的关键所在。The potential demand for resource complementarity between public security colleges and local traffic police brigades is the realistic basis for“Department and Brigade Co-construction”,which requires the two parties to sign a corresponding effective cooperation agreement.Colleges and local traffic police brigades are closely connected through the police actual combat tutor system,the local traffic police brigade guest lecturer/researcher system,civilian police business training and consulting cooperation,etc.Hubei Police College’s practice of the“Department and Brigade Co-construction”model has produced significant results in the past two years,and a situation of mutual assistance,cooperation,and win-win has basically been taken shape.A strong organizational system and institutional system,as well as landmark cooperation results are the keys to maintaining the long-term operation of this model.
