新时代公民道德建设中的“破窗效应”及其治理

摘　　要：加强公民道德建设是实现社会主义治理现代化的重要要求。然而,公民道德建设中个人知识层和实践层的缺乏、社会监督体系和惩罚机制的“真空”、虚拟空间的弥漫扩张等所造成的“破窗效应”,干扰了传统美德的一脉相承、引发了个人品德建设的逆淘汰危机、造成了网络道德的失衡。由此,突破新时代公民道德建设中的“破窗效应”,要加强道德教育和道德实践,实现知行合一;完善监督体系和赏罚机制,实现法德共治;构建网络空间的道德生态,实现“虚”“实”相映。Strengthening the construction of civic morality is an important requirement to realize the modern⁃ization of socialist governance.In the construction of civic virtues,however,the lack of personal knowledge and practice,the system of social supervision and punishment mechanism of“vacuum”and the pervasive vir⁃tual space expansion caused by the“broken window effect”,interfere with the traditional virtues of a coherent triggered anti-eliminating personal morality construction,caused the imbalance of network moral crisis.To break through the“broken window effect”in the construction of citizen morality in the new era,we should strengthen moral education and moral practice,and realize the unity of knowing and doing;Perfect the supervi⁃sion system and reward and punishment mechanism to realize rule by law and rule by virtue;To construct the moral ecology of cyberspace and realize the contrast between‘virtual’and‘reality’.
