国家级新区的设立与区域创新能力--来自70个大中城市面板数据的实证研究

摘　　要：创新是提升国家竞争力的核心战略,国家级新区的设立是实施国家创新战略的重要路径。文章基于2003—2018年中国70个大中城市面板数据,采用DID双重差分模型及PSM-DID模型,验证了国家级新区设立对区域创新能力的实际效用。结果表明:国家级新区的设立能够显著促进区域创新能力;经距离异质性检验,国家级新区的设立不仅对自身所在区域创新有显著促进作用,对其周边200 km以内区域也有明显影响;经区位异质性检验,国家级新区对西部区域创新能力提升效果最为显著,中部次之,东部最弱;进一步进行作用机制检验,发现国家级新区通过促进产业集群的形成、构建完善的制度环境和基础设施环境对区域创新产生推动作用。Innovation is the core strategy to enhance national competitiveness,and the establishment of national-level new districts is an important path to implement the national innovation strategy.Based on the panel data of 70 large and medium-sized cities in China from 2003 to 2018,this paper uses DID model and PSM-DID model to verify the practical utility of the establishment of national-level new districts on regional innovation ability.The results show that the estab⁃lishment of national-level new districts can significantly promote regional innovation ability;through the test of distance heterogeneity,the establishment of national-level new districts not only significantly promotes the innovation of their own region,but also has a significant impact on the region within 200 kilometers around them;through the test of regional het⁃erogeneity,the national-level new districts have the most significant effect on the improvement of regional innovation abil⁃ity in the West,followed by the Middle and the East;further testing the mechanism,it is found that the national-level new districts promote regional innovation by promoting the formation of industrial clusters and building a perfect institutional environment and infrastructure environment.
