摘　　要：近年来在以中、美、俄为代表的国际社会主要力量之间,出现了实力对比大幅变化的情况。事关全球战略稳定与权力分配的地缘政治问题,既是三国共同高度关注的重大议题,也是其展开博弈的焦点之一。中俄之间的战略互信,有助于中国获得较为稳定的大陆地缘政治环境;中美关系尽管龃龉不断,但走向缓和与合作是总体性发展趋势;俄美两国之间出现了具有难以化解且实力对比失衡加重双重特征的结构性矛盾,使得双方博弈还会持续较长时间。这就在一定程度上为中国在三边关系的互动中发挥更为积极的作用,并尽快推进全球海洋秩序重建提供了有利环境。中国应利用当前及未来一段时间国际关系发展的有利态势,推动全球海洋秩序朝着更加科学、合理、公正的方向重建,使之更为符合当前与未来国际关系总体发展需要。In recent years,there have been dramatic changes in the balance of power among the major forces of the international community represented by China,the United States and Russia.For contemporary China,compared with the relatively stable continental geopolitical environment,it is crucial to promote the re-establishment of a global order for the oceans to make it more in line with the needs of the overall development of current and future international relations.Geopolitical issues concerning global strategic stability and power distribution are of great concern to China,the United States and Russia.Due to the structural contradiction between Russia and the United States,which is difficult to resolve and the imbalance of power between the two countries aggravates,the game and antagonism between the two sides will probably continue for a long time.Therefore,China should play a more active role in the interaction of the trilateral relations and start to promote the reconstruction of the global maritime order as soon as possible,so as to make it commensurate with the current strength among nations.
