摘　　要：黑龙江省小水电开发是实现省内清洁能源转变和社会经济发展的重要保障。本文利用SWOT分析法对黑龙江省小水电发展的优势、劣势、机会和威胁四个方面进行分析,基于小水电自身的实力、对比竞争对手,并分析外部环境及影响可能对小水电带来的机会与面临的挑战,总结出黑龙江省小水电发展的战略措施,进而为黑龙江省小水电发展方向提供一定的参考。The development of small hydropower in Heilongjiang province is an important guarantee to realize the transformation of clean energy and social-economic development of the province.This paper used SWOT analysis method to analyze the strengths,weakness,opportunities and threats of small hydropower development in Heilongjiang province.Based on the strengths of small hydropower,competitors were compared and both chances and challenges were analyzed.Strategic measures for the further development of small hydropower were summarized in this paper,which also provided a good reference for the developing direction of small hydropower in the province.
