摘　　要：空间规划体系重构是推进生态文明建设的时代要求,是实现高质量发展的重要手段。空间发展战略是国土空间规划的核心内容,是规划目标制定、空间格局与治理策略谋划的根本出发点。文章基于空间规划重构这一现实背景,通过科学研判改革开放以来湖南省国土空间发展战略演变及趋势,提出效率导向、平衡导向、生态导向、生活质量导向4种情景模式下的发展战略构想。结果表明:空间规划体系重构背景下,湖南省国土空间发展战略应突出高质量发展导向,塑造以人民为中心的高品质国土空间。以生活质量为导向制定阶段性战略方案,符合湖南省发展的阶段性特征,能够满足不同发展阶段下人们提高生活质量、追求美好生活的需求。The reconstruction of spatial planning system is the requirement of social and economic development,and an important means to achieve high-quality development. Spatial development strategy is the core content of national spatial planning, and the basic starting point to plan objectives, spatial pattern and governance strategy. Based on the realistic background of spatial planning reconstruction,this paper has analyzed the evolution and development trend of territorial space development strategy in Hunan Province since the reform and opening-up,and puts forward its strategic conception under the four scenarios which are efficiency orientation, balance orientation, ecological orientation and life quality orientation. The results show that the development strategy of territorial space should highlight the orientation of highquality development and shape the high-quality territorial space centered on people in Hunan Province. The phased strategic plan guided by the life quality conforms to the development characteristics of Hunan Province. It can meet the needs of people in different development stages to improve the life quality and pursue a better life.
