摘　　要：文章首先简要分析了公用工程系统运行优化模型的建立,进而以某燃油厂公用工程系统实例展开分析,并对炼油厂安全防护措施进行分析,旨在减少碳排放,切实推进燃油企业经济效益的提高。This paper briefly analyzes the establishment of operation optimization model of utility system,then analyzes the example of utility system,and analyzes ref inery safety protection measures to reduce carbon emissions and improve the economic eff iciency of fuel enterprises.
