专利审查和检索系统智能化升级背景下的通用数据标准构建

摘　　要：近年来在知识产权强国建设背景下,为提升专利审查与检索效率和质量,增强社会公众的获得感,充分运用人工智能、大数据、云计算等现代信息技术的发展成果,国家知识产权局专利局启动了专利审查和检索系统的智能化升级。通用数据作为专利审查和检索系统智能化升级中重要的基础性公共信息资源,目前暂缺完善而规范的标准构建。本文针对通用数据当前使用现状中存在的问题和缺陷,为专利审查和检索系统智能化升级背景下的通用数据标准提出了构建思路和构建方案,并为通用数据今后在专利审查与检索系统中的应用和发展提出了改进性的建议和想法。In recent years,under the background of building a powerful intellectual property country,China National Intellectual Property Administration started patent examination and searching system intelligent upgrade to improve the efficiency and quality of patent examination and searching process,enhance the public's sense of gain and utilize the modern information technology achievements in AI,Big Data as well as Cloud Computing.However,the common data,as an important basic public information resource in patent examination and searching system intelligent upgrade,is still short of perfect and normative standard structure.This article describes a way of command data standard design method and execute solution based on patent examination and searching system intelligent upgrade aim to solve the common data problems and defects in current use,furthermore,proposes some suggestions and ideas for the future development of common data.
