城市旅游发展效率与旅游产业集聚的互动关系研究--基于湖南省14市州PVAR模型分析

摘　　要：旅游业是城市经济重要产业,其产业联系密切、环节关联性强,具有先天的产业集聚发展优势。较好的产业集聚优势能够促进旅游经济空间结构的优化且提升旅游发展效率;但过度重视集聚程度、夸大集聚产生的经济带动效应也会对经济发展产生消极影响。利用DEA模型和区位熵指数测度,分析2009-2019年湖南省14个市州旅游发展效率和产业集聚度指数,借助PVAR模型探讨旅游发展效率与产业集聚度的互动响应关系,研究结论如下:第一,2009-2019年湖南省各市州旅游产业发展效率整体呈全面提升的态势,其中,张家界、长沙、湘潭、衡阳、常德为高效率区;第二,研究期内旅游产业集聚度总体变动不大,其中湘西、张家界旅游业集聚度较高;第三,依据产业发展效率与集聚度互动响应分析,旅游产业效率对旅游产业集聚具有明显的短期促进作用,现阶段湖南地区须警惕旅游业过度集聚的副作用,提升效率是保证旅游业适度规模的有效路径。Tourism is an important industry in the urban economy.As a capital and labor-intensive type of tertiary industry,it has close industrial connections and strong links,and has inherent advantages in industrial cluster development.A better industrial agglomeration advantage can promote the optimization of the spatial structure of the tourism economy and improve the efficiency of tourism development.However,excessive emphasis on the degree of agglomeration and exaggeration of the economic driving effect brought by the agglomeration can also have a negative impact on economic development.Therefore,this paper uses DEA model and location entropy index measurement to analyze the tourism development efficiency and industrial agglomeration index of 14 cities and prefectures in Hunan Province from 2009 to 2019,and uses the PVAR model to explore the interactive response relationship between tourism development efficiency and industrial agglomeration.The research conclusions are as follows:First,from 2009 to 2019,the overall development efficiency of the tourism industry in the cities and prefectures of Hunan Province has shown an overall improvement.From 2009 to 2019,the development efficiency of the tourism industry in Hunan Province has changed and the overall level is relatively good.The average efficiency of the tourism industry in the province reached 1.065,and the efficiency of the regional tourism industry showed a development trend of increasing year by year during the study period.Among them,Zhangjiajie,Changsha,Xiangtan,Hengyang,and Changde are high-efficiency areas.Second,the overall tourism industry agglomeration during the study period did not change much,and the tourism industry agglomeration in Xiangxi and Zhangjiajie was relatively high.Changsha,as the economic center of the province,although the tourism economy is absolutely large,its industrial development is more balanced and diverse,and the concentration of tourism has shown a downward trend in recent years.Third,according to the analysis of the interacti
