摘　　要：技术支持体系是国际石油公司从事全球油气生产运营的生命线,体现了公司的科技创新能力、技术市场化应用能力和现代化企业管理能力。文章研究分析了道达尔、BP、壳牌、埃克森美孚4家国际大石油公司的技术支持体系,其构建与运行特点包括:立足集约共享,提高资源配置效率;建立区域性技术支持分中心,提供差异化技术支持服务;研发、支持、商务一体化运作,提高技术应用能力;重点项目设置专门的技术支持机构,提升技术支持创效能力;拥有成熟的外协体系、充足的研发经费,"内外脑"结合建立技术领先优势。中国石油公司海外技术支持体系与国际大石油公司相比仍不够成熟,需借鉴国际先进经验,进一步提高与完善组织管理、技术支持、技术创效能力。Technological support system is the lifeline of an international oil company for global oil and gas production and operation.It reflects the company’s capacity for technological innovation,market application of technology,and management of modern enterprise.The study analyzes the technological support systems of four international petroleum majors--Total,BP and Shell and ExxonMobil.The structuring and operational characteristics of these systems include focusing integration and sharing and improving efficiency of resources distribution,establishing the regional technological support sub-centers to provide the differential technological support services,making integration of research,support and business to improve technological application capacity,setting up the special technological support organs to improve technological support performance,and enjoying the mature external cooperation systems,innovative networks and cooperation alliances to highlight technological innovation capacity.The overseas technological support systems of China’s oil companies remain immature as compared to their international counterparts.It is necessary to borrow the world’s latest experience and further improve and perfect organizational management,technological support and technological performance.
