摘　　要：实施水利、住建等有关行政职能部门各负其责、各尽其责的水务一体化管理体制,结合经营性水利事业单位改革,组建国有水务企业承担城乡水务工程建设和运营,解决水资源管理体制不顺等问题,实现水资源高效集约利用。This paper analyzed an integrated management system of water affairs in the relevant administrative departments such as water conservancy and housing construction,which is responsible for each other.Combined with the reform of operational water conservancy institutions,establishing state-owned water conservancy enterprises to undertake the construction and operation of urban and rural water conservancy projects,solve the problems such as poor water resources management system,and achieve efficient and intensive utilization of water resources.
