从放管服改革看甘肃高校治理体系和治理能力现代化

摘　　要：推进高校治理体系和治理能力现代化,主要还是深化放管服改革。就内部而言,就是高校自身如何深化改革、加强依法治校、落实立德树人根本任务、提高育人水平、实现内涵式发展高质量发展的问题。就外部而言,主要是政府如何实现对高校管理的现代化问题,说到底其实就是政府如何深化放管服改革,给高校放权松绑的问题。就甘肃实际来说,政府放管服改革,尤其是财政拨款与使用管理、人事权、机构设置、考核评价指标一刀切等问题更为突出和紧迫。To promote the modernization of university governance system and governance ability,the main thing is to deepen the reform of decentralization,management and service.Internally,it is the problem of deepening the reform,strengthening the management of colleges and universities according to law,implementing the fundamental task of moral education,improving the level of education,and realizing the connotative development and high-quality development.From the external point of view,the main problem is how to realize the modernization of university management.In fact,it is the problem that the government deepens the reform of decentralization,management and service,and deregulates the power to universities.As far as the reality of Gansu Province is concerned,the reform of the government's decentralization,management and service,especially the problems of financial allocation and use management,personnel rights,institutional settings,and the unified assessment and evaluation index are more prominent.
