摘 要:目的了解家庭医生签约服务制度的实施现状,探索家庭医生签约服务制度优化的路径。方法将"三圈理论"与利益相关者理论结合起来,构建"三圈管理"模型。结果家庭医生签约服务系统中价值圈中居民对家庭医生签约服务的理解度、认可度不够,家庭医生对家庭医生签约服务的认可度偏低,管理机构对国家层面政策理解过于片面;能力圈中人力资源、财力资源、医疗资源、服务环境能力有待提升;支持圈中各利益相关者支持仍需加强。结论在三圈管理模型视角下,明确认识是基础、发展能力是关键,争取支持是保障,这样才能推动能力圈、支持圈向价值圈移动,实现家庭医生签约服务系统的优化发展。Objective To understand the status of family doctor contracted service system,and explore the way to optimize the family doctor contracted service system.Methods Three cycles theory and stakeholder theory were combined to construct three cycles management model.Results The residents’understanding and recognition on family doctor contracted service,and the family doctors’recognition on family doctor contracted service were lower.And the managers’understanding on national policies was bias.The abilities of human resources,financial resources,medical resources and service environment need to be improved in the capacity circle.And the support from all stakeholders in the support circle still needs to be strengthened.Conclusion From the perspective of three-circle management model,it is necessary to take clear understanding as the foundation,develop ability as the key,and support as the guarantee,which can promote the ability circle and support circle to the value circle,and realize the optimization of family doctor contracted service system.
