中国互联网消费金融的发展模式及治理反思——基于“一带一路”沿线国家的经验

摘　　要：在金融科技背景下,互联网消费金融的创新发展与风险治理是重要难题。互联网消费金融的创新发展主要体现为发展模式的创新。在金融科技的驱动下,我国互联网消费金融形成以电子商务平台、分期购物平台与网络借贷平台为主的发展模式,并推进了互联网消费金融行业的快速发展;但也衍生了众多的金融风险,包括市场无序化竞争风险、监管套利风险、"运动型"金融监管风险、金融消费者的算法歧视与数据安全风险。基于此,文章通过对"一带一路"北线国家(美国)以及南线国家(印度、肯尼亚)的互联网消费金融进行比较研究,深入剖析互联网消费金融发展模式、风险衍生与风险治理经验,从而提出促进我国互联网消费金融创新发展的全面风险治理路径。Under the background of financial technology,the innovative development and risk governance of Internet consumer finance is an important problem.The innovative development of Internet consumer finance is mainly reflected in the innovation of development mode.Driven by financial technology,China’s Internet consumer finance has formed the development model of e-commerce platforms,instalment shopping platforms and internet lending platforms,and promotes the rapid development of Internet consumer finance industry.However,many financial risks are also derived,including disorderly market competition risk,regulatory arbitrage risk,"sporty"financial regulation risk,algorithmic discrimination and data security risk of financial consumers.Through a comparative study of Internet consumer finance in the northern route countries(the United States)and the southern route countries(India and Kenya)of the Belt and Road,deeply analyze the development model of Internet consumer finance,risk derivatives and risk governance experience,this paper proposes the comprehensive risk governance path to promote the innovative development of China’s Internet consumer finance.
