风险社会视域下北京城市副中心治理优化策略探讨

摘　　要：城市治理是国家治理体系和治理能力现代化的重要内容。从风险视角审视北京城市副中心治理,发现北京城市副中心面临着公共安全、城市病、治理主体能力不足等风险。为此,应做好"四位一体"风险防范的顶层设计,精准靶向风险目标;持续推进人文副中心建设,夯实风险防范的基石;进一步优化科技副中心建设,筑牢风险防范的防火墙;高度重视绿色副中心建设,织好风险防范的生态屏障;稳步推进法治副中心建设,健全风险防范的法制保障。以持续增强风险防范的支撑力、聚合力、驱动力,最终实现城市使人生活更美好的目标。Urban governance is an important part of the modernization of national governance system and governance ability.From the perspective of risk,sub-center from the perspective of risk,it is found that the sub-center of Beijing is faced with the risks of public safety,urban disease and insufficient ability of the main body of governance.Therefore,we should do a good job in the top-level design of"four in one"risk prevention,accurately target the risk target.First,we should continue to promote the construction of humanities sub center,consolidate the cornerstone of risk prevention.Second,we should further optimize the construction of science and technology sub center,build a strong firewall for risk prevention.Third,we should attach great importance to the construction of green deputy center,and organize the ecological barrier of risk prevention.Fourth,we should steadily promote the construction of legal sub-center and improve the atmosphere legal protection of risk prevention.In the end,we should continue to strengthen the supporting force,aggregation force and driving force of risk prevention,so as to achieve the goal of making people’s life better in cities.
