摘　　要：中国正处于新发展阶段的重要战略机遇期。习近平总书记提出要构建以国内大循环为主体、国内国际相互促进的“双循环”新发展格局。新发展理念是构建新发展格局的理论指导,改革开放的发展历程是构建新发展格局的历史渊源,统筹国内国际两个大局是构建新发展格局的实践面向。要以国内大循环为主体,充分释放内需潜力,加快提升科技创新能力和水平,改善科技创新生态和培养创新人才;要加强系统性宏观调控,葆育市场主体活力,弘扬企业家精神,营造长期稳定宽松自由的营商环境;要推动城乡区域经济协调发展,运用政策工具引导区域内资源调配,打通区域间要素循环管道;要认清当前逆全球化趋势的实质,把握经济全球化的主流,冷静化解风险和挑战,保持战略定力,于变局中开新局,把握发展战略机遇期,为实现2035年远景目标,在全面建设社会主义现代化国家征程中永远立于不败之地。China is in a period of important strategic opportunities in a new stage of development.General Secretary Xi Jinping proposed to build a new development pattern of"dual cycles"with the domestic cycle as the main body and domestic and international mutual promotion.The new development concept is the theoretical guide for the construction of a new development pattern,the development process of reform and opening up is the historical source of the construction of the new development pattern,and the overall domestic and international situation is the practical aspect of the construction of the new development pattern.It is necessary to take the domestic cycle as the main body,fully release the potential of domestic demand,accelerate the improvement of scientific and technological innovation capabilities and levels,improve the scientific and technological innovation ecology and cultivate innovative talents;strengthen systematic macro-control,maintain the vitality of market entities,promote entrepreneurship,and create a long-term Stabilize a loose and free business environment;promote the coordinated development of urban and rural regional economies,use policy tools to guide the allocation of resources in the region,and open up inter-regional factor circulation channels;recognize the essence of the current trend of anti-globalization and grasp the mainstream of economic globalization.Calmly resolve risks and challenges,maintain strategic determination,open a new game amidst changes,grasp the period of development strategy opportunities,and in order to achieve the 2035 long-term goal,we will always be invincible in the journey of building a modern socialist country in an all-round way.
