摘　　要：建国前后中共领导的土地改革对于推进我国乡村治理现代化起到了十分重要的作用。基于对山东地区的考察不难发现:土地改革在实现土地所有权变更的同时,还推进了政党意志、国家权力的下乡,在乡村社会初步建构起一套互动协调的多元化治理主体格局,通过运用诉苦、阶级划分、果实分配等动员技术,成功塑造了具有现代化意义的“运动型”治理模式,进而实现了国家有效管控乡村社会、乡村社会秩序重构、乡村社会活力迸发、乡民政治参与感提升等一系列治理目标。尽管建国前后土地改革助推下的乡村社会治理实践存在一些问题,但这一变革无疑使国家权力真正开启并初步实现了现代化意义上的乡村社会治理。The land reform led by the Communist Party of China before and after the founding of the people's Republic of China is the important content and inevitable requirement of China's century-old modernization and plays a very important role in promoting the modernization of rural governance.To study the modernization of rural governance,we must consider such basic factors as the construction of governance subject,the shaping of governance model and the evaluation of governance performance.Based on the investigation of Shandong area,it is found that the land reform promotes the rural society to construct a pluralistic governance subject pattern based on the"political party and the state",the rural social organization as the intermediary and the rural people as the foundation;Created the"complaint,class division,fruit distribution"and many other mobilization techniques of mass movement-type governance model;achieve The political parties and the state effectively lead the rural society,the rural social order reconstruction and vitality rebirth,and the governance performance of the effective promotion of the rural people's political identity is improved.Although there are some problems in the practice of rural governance promoted by land reform,this reform undoubtedly makes the state power really open and initially realize the rural social governance in the sense of modernization.
