摘　　要："全过程人民民主"是对人民民主的崭新诠释,为中国特色社会主义民主政治理论提供了新的概念与命题。作为一种具有鲜明实践属性的民主形态,已有研究对全过程人民民主缺乏实证分析。以南昌市西湖区"幸福微实事"为分析样本,全过程人民民主呈现出民意征集、民主协商、民主表决、民主监督等关键的结构性要素,政党推动是全过程人民民主的有力保障,民生议题是全过程人民民主的目标导引,治理型参与是全过程人民民主的内生动力。全过程人民民主对于超越西方民主理论、丰富党治国理政的基层实践、将制度优势转化为治理效能以及构建中国特色民主话语体系具有重要理论意义。"The whole-process people’s democracy"is a brand-new interpretation of people’s democra-cy,which provides a new concept and proposition for the theory of socialist democratic politics with Chi-nese characteristics.As a democratic form with distinct practical attributes,existing studies lack empiri-cal analysis of whole-process people’s democracy.Taking"tiny issues concerning happiness"in XihuDistrict of Nanchang as an analysis sample,this paper finds that the whole-process people’s democracypresents key structural elements such as public opinion collection,democratic consultation,democraticvoting,democratic supervision,etc.For the whole-process people’s democracy,the promotion of politi-cal party is a powerful guarantee,public wellbeing issues are the goal guidance,and governance partici-pation is the endogenous driving force.The whole-process people’s democracy is of great theoreticalsignificance for transcending western democratic theory,enriching the primary-level practice of gover-nance,transforming institutional advantages into governance effectiveness and building a democraticdiscourse system with Chinese characteristics.
