政府数据开放平台用户使用意愿研究

摘　　要：从用户使用视角出发,基于技术接受模型,在感知有用性和感知易用性的基础上,加入“信任”要素,构建用户使用意愿模型,并应用AMOS对收集到的256份有效调查问卷进行实证分析,研究政府数据开放平台用户使用意愿。结果表明,政府数据开放平台的开放数据有用性对使用意愿有显著正向影响,平台的操作易用性通过影响开放数据有用性而影响使用意愿,信任对开放数据有用性及政府数据开放平台操作易用性均有显著正向影响;女性用户相较男性用户更愿意使用操作方便的平台,高学历用户相较低学历用户更愿意使用感觉有用的平台。为促进用户对政府数据开放平台的使用意愿,需提高政府数据开放平台的数据有用性及格式多样性,增加政府数据开放平台的数据接口集,加强个人隐私保护,加强政府数据开放平台人性化设计。A user willingness model is constructed on the technology acceptance model from the perspective of end users,based on perceived usefulness,perceived ease of use and a factor of trust,and an empirical analysis by AMOS of 256 valid questionnaire responses are made to study the user willingness to use the open government data platform.The results show that the usefulness of open data has a significant positive impact on user willingness to use them,the ease use of the open government data platform has an influence on user willingness to use though an impact on the usefulness of open data,and trust has a significant positive impact on both the usefulness of open data and the ease use of open government data platform.Comparatively,female users are more willing to use the easy-to-use platform than male users,and higher education users are more willing to use the platform which gives a sense of usefulness than those with lower education.Effective measures should therefore be taken to promote user willingness to use the open government data platform,including but not limited to improving the usefulness and format diversity of open data,increasing the data interfaces of open government data platform,strengthening the protection of personal privacy,and enhancing the humanized design of open government data platforms.
