河北省重大突发事件应急科普能力评价及对策研究

摘　　要：新冠疫情的爆发让人们认识到重大突发事件中应急科普工作的重要性。为客观、系统地评价应急科普工作实效,尝试从科普人员、科普经费、科普场地、科普传媒、科普活动五个维度构建包含每万人科普专职人员、年度科普经费筹集额占GDP万分比、重大科普活动次数等在内的13个二级指标,借助于R因子分析法对河北省重大突发事件应急科普能力进行评价,结果表明河北省重大突发事件应急科普能力呈现逐年增强趋势。据此,从进一步加大科普资源投入,增加科普宣传的手段和途径等角度提出了相应的对策建议。The outbreak of COVID-19 has made us realize the importance of emergency science popularization in major emergencies.The article tries to build 13 level indicators including science popularization personnel,science popularization funds,annual GDP funding ratio,major science popularization activities and so on,from five dimensions of science popularization personnel,popular science funds,popular science sites,popular science media and popular science activities.With the help of factor analysis and 4R crisis management theory,this paper evaluates the emergency science popularization ability of major emergencies in Hebei Province.The results show that the emergency science popularization ability of major emergencies in Hebei Province shows an increasing trend year by year.Therefore,the corresponding countermeasures and suggestions are put forward from the perspective of further increasing the investment of science popularization resources and increasing the means and ways of science popularization.
