“后小康时代”社会救助制度的调整优化——基于发展型社会政策视角

摘　　要：我国现行生存型社会救助制度已经无法顺应“后小康时代”农村贫困形式变化的需要、无法满足社会救助高质量发展的要求、无力助推乡村振兴的实施,迫切需要进一步的调整和优化。基于发展型社会政策的视角,“后小康时代”我国社会救助制度应该向积极和发展型社会救助制度转变:价值理念上,从消极被动的事后补救转向积极主动的事前预防;制度目标上,由满足贫困群体低层次需求转向兼顾高层次需求;救助主体上,从政府主导转向多元参与;救助对象上,从政策受益者向政策边缘人延伸;救助方式上,从“授人以鱼”到“授人以渔”;救助体系上,由“碎片化”到“整体化”。转变。In the“post-well-off era”,China’s current subsistence social assistance system has failed to comply with the needs of the changing forms of rural poverty,to meet the requirements of high-quality development of social assistance and to promote the implementation of rural revitalization,so it is in urgent need of further adjustment and optimization.From the perspective of developmental social policy,China’s social assistance system should be transformed into an active and development-oriented social assistance system.In terms of value concept,it should change from passive post-remedy to proactive pre-prevention;in terms of institutional objectives,it should switch from meeting the low-level needs of the poor to meeting their high-level needs;in terms of assistance subjects,it should transform from government guidance to multiple participation;in terms of assistance objects,it should extend from policy beneficiaries to policy marginal individuals;in terms of the way of assistance,it should turn from“giving a person a fish”to“teaching a person to fish”;in terms of the assistance system,it should convert from“fragmentation”to“integration”.
