摘　　要：福建省采取了一系列措施推动国家谈判药品落地实施,调研显示,目前国谈药品采购供应相对较好,抗肿瘤药物、高值谈判药品供应充分,罕见病用药采购集中在部分地区,政府办医院是国谈药品落地的主渠道,但也存在各地区之间落地工作不平衡,儿童用药等部分国谈药品落地不充分等问题。本文分析了影响国谈药品政策落地的主要因素,并提出相关建议,包括:优化国谈药品结算机制、优化相关考核指标计算方法、强化并细化国谈药品使用激励机制、政府办医院落实国谈药品使用主渠道作用、省级医保管理部门研究推进“双通道”管理实施办法、医保管理部门加强信息公开。Fujian Province has taken a series of measures to promote the implementation of national negotiated drugs.The survey shows that at present,the procurement and supply of national negotiated drugs is relatively good,the supply of anti-tumor drugs and high-value negotiated drugs is suffi cient,and the procurement of drugs for rare diseases is concentrated in some regions.Public hospitals are the main channel for the implementation of national negotiated drugs.However,there are also problems such as unbalanced work among regions,inadequate implementation of some negotiated drugs,such as children's drugs,etc.This paper analyzes the main factors aff ecting the implementation of national negotiated drug policy,and puts forward relevant suggestions.The suggestions include optimizing the national negotiated drug settlement mechanism,optimizing the calculation methods of relevant assessment indicators,strengthening and refi ning the incentive mechanism for the use of national negotiated drugs,implementing the role of the main channel for the use of national negotiated drugs in public hospitals,studying and promoting the implementation measures of dual-channel management by provincial medical insurance management departments,and strengthening information disclosure by medical insurance management departments.
