摘　　要：国际海底区域商业性的深海采矿活动即将付诸实践,深海采矿利益共享机制却处于缺失状态。在深海采矿利益共享机制构建过程中,国际海底管理局面临诸多困境,如制度构建的理论资源不足以及利益分配的主体、方式、标准不明确。国际海底管理局急需新的理念,以指引构建公平的深海采矿利益共享机制。人类命运共同体作为中国为国际社会治理提出的方案,其蕴含的国际权力观、共同利益观、可持续发展观和全球治理观等理念,与利益共享机制的要求不谋而合。国际海底管理局应当秉持人类命运共同体理念,从理论导向、制度导向、实践导向三个层面综合构建深海采矿利益共享机制,完善深海采矿法律制度。The commercial deep-sea mining activities in the international seabed area are about to be put into practice,but the benefit sharing mechanism of deep-sea mining is missing.In the process of constructing the deep-sea mining benefit-sharing mechanism,the International Seabed Authority faces many problems,such as the lack of theoretical resources for system construction and unclear subjects,methods,and standards for benefit distribution.The International Seabed Authority urgently needs new ideas to guide the construction of a fair deep-sea mining benefit-sharing mechanism.As a scheme proposed by China for the governance of the international community,the human community with a shared future contains the concepts of international power,common interests,sustainable development and global governance,which coincides with the requirements of the benefit sharing mechanism.The International Seabed Authority should uphold the concept of the human community with a shared future,comprehensively build a deep-sea mining benefit-sharing mechanism from three orientations of theory,value,practice,and improve the legal system of deep-sea mining.
