摘　　要：随着城市大规模向外扩张,大部分边缘区的村民为通过征地补偿和拆迁实现一夜暴富,违规加建,但政策的不确定性又使村民陷入尴尬的境地。在土地财政和政府“压力型”考核机制的激励下,部分地方政府采用拆迁安置的方式以获得更多的土地出让金,忽视了村民的发展诉求。边缘区村庄邻近城市,城镇化是必然趋势,规划应采用柔性规划的思路,因地制宜地选择城镇化发展模式。结合陕西省韩城市边缘区赵村社区实践,从目标、标准、土地使用、建设管控、村民培育、规划编制六大方面提出规划建议,以期为城市边缘区的村庄规划提供参考。With the large expansion of the city to the outside scale,most of the villagers in the marginal areas prospered overnight through land expropriation compensation and demolition,but the uncertainty of the policy put the villagers into an embarrassing situation.Inspired by the incentive ofland finance and the government"pressure type"assessment mechanism,some local governments adopted the way of demolition and resettlement to obtain more land transfer funds,and ignored the villagers'development demands.Urbanization is adjacent to villages in matinal areas,and urbanization is the inevitable trend.The planning should adopt the idea of flexible planning and choose the urbanization development mode according to local conditions.Therefore,the article combines with the community practice of Zhaocun in the marginal area of Han City,and puts forward planning suggestions from six aspects:goal,standard,land use,construction,control,villager cultivation and planning,in order to provide reference for the village planning in the marginal area of the dty.
