摘　　要：为提高建筑能耗监测数据质量,夯实建筑领域碳排放数据计量基础,对地方建筑能耗平台监测的工程项目进行了梳理,指出了当前监管体系下,建筑能耗监测系统设计、施工监理、验收、运行维护等各方责任主体行为对监测数据质量的影响,剖析了监管过程中的问题,分析了能耗监测增量成本对建设单位的投资压力,研究了激励性与强制性政策对能耗分项监测的推动效果,提出了提高能耗监测数据质量的监管政策建议。最后,指出应当加强能耗信息公开和数据成效反馈,提高建筑使用单位参与节能降耗的积极性,并应建立建筑全生命周期的碳排放数据监管平台。In order to improve the data quality of building energy consumption monitoring and consolidate the basis for building carbon emission data,and under the current regulatory system,the engineering projects monitored by the local building energy consumption platform were sorted out,while the specific effects of the behavior of the responsible parties such as the design,construction supervision,acceptance,operation and maintenance of the building on the quality of monitoring data were analyzed,the problems in the supervision process were analyzed.The paper also analyzed the investment pressure of the incremental cost of energy consumption monitoring on the construction unit,studied the effect of incentive and mandatory policies in the promotion of energy consumption monitoring technology,and put forward policy recommendations for improving the quality of energy consumption monitoring data from the perspective of supervision.Finally,it points out that the government should strengthen the disclosure of energy consumption information and the data feedback,so as to increase the enthusiasm of building users to participate in energy saving and consumption reduction.The paper also suggests establishing a carbon emission data monitoring platform for the whole life cycle of buildings.
