高校图书馆与专利代理机构提高知识产权服务质量协作模式研究

摘　　要：项目组对6所设有知识产权信息服务中心的高校图书馆和国内代理水平领先的6家专利代理机构的知识产权服务现状开展了调查,发现当前高校图书馆与专利代理机构知识产权服务互相处于隔离状态。文章认为高校图书馆与专利代理机构服务功能需要优势互补,可以在国内外专利政策分析、专利信息数据资源获取、专利搜索分析工具、知识和技术创新人才和专利分布、技术创新转化与利用、技术创新热点及前沿、知识产权保护信息服务人才等方面加强合作,协同创新建立知识产权系统化服务模式。Based on the investigation of the status quo of intellectual property services of six university libraries with intellectual property information service centers and six top domestic patent agencies,the paper finds out that the intellectual property services of university libraries and patent agencies are isolated from each other.It is considered that the service functions of university libraries and patent agencies need to complement each other.We should strengthen cooperation in policy analysis,patent information data resource acquisition,the use of patent search and analysis tools,cultivation of intellectual and technological innovation talents and analysis of patent distribution,transformation and utilization of technological innovation,hot spots and frontier of technological innovation,and the training of intellectual property protection information service talents,to create a systematic service model of intellectual property.
