档案信息化建设责任主体的职责定位--基于新《档案法》第五章的文本考察

摘　　要：作为国家信息化的重要组成部分,档案信息化是一项涉及多主体的系统性工程,需要不同主体在各自职责范围内开展协同合作。通过对新《档案法》第五章的文本考察,文章认为:档案信息化建设统筹主体应当依法承担档案信息化的宏观规划、规范管理和重点任务部署等核心职责;档案信息化建设支持主体应当依法承担档案信息化建设的规划保障、职能保障和业务保障等核心职责;档案信息化建设业务主体应当依法承担档案信息化业务工作的实施与执行等核心职责。As an important part of national informatization,archives informatization is a systematic project involving multiple subjects,which requires different subjects to cooperate within their respective responsibilities.Through the investigation of the text of Chapter 5 of the newly revised archives law,it is considered that the overall planning body of archives informatization construction should undertake the core responsibilities of macro planning,standardized management and key task deployment of archives informatization according to law.The supporting body of archives informatization construction shall undertake the core responsibilities of planning guarantee,function guarantee and business guarantee of archives informatization construction according to law;The business body of archives informatization construction shall undertake the core responsibilities of the implementation and execution of archives informatization business according to law.
