摘　　要：长期以来,由于与“集中统一管理”原则相悖,物理层面的电子档案分散保管受到广泛质疑,不被视为可行的管理策略。论文以政务服务电子档案为对象,探讨安全观和效益观视域下实践档案资源“逻辑集中”的合理性,认为“逻辑集中”可作为档案实体集中管理的辅助方式。基于此,论文提出应在确保安全的基础上开展电子档案实体分散管理试点,建立和完善前后端档案部门信息互通和共享机制。For a long time,the decentralized storage of electronic documents in the physical entity level stirs comprehensive controversy and isn’t considered as a feasible management strategy,because it is contrary to the thinking inertia of the principle of“centralized and unified management”.The paper takes the governmental service electronic documents as object,discusses the rationality of the“logical centralization”in practice from the perspective of security and efficiency,and puts forward that the“logical centralization”can be prudently applied as an auxiliary approach of entity centralized management towards electronic documents.According to this point,the paper proposes to carry out pilot programmes of decentralized management of electronic documents entities on the basis of ensuring security,and to establish and facilitate the information exchange and sharing mechanism of the front and rear archival departments.
