摘 要:服务贸易是世界经济发展的重要引擎,也是衡量我国自贸试验区发展水平的重要标尺。我国服务贸易自1998年起持续逆差,虽然2018以来逆差规模有所减少,但与发达国家相比,发展水平仍明显滞后。为扭转这一局面,有必要进一步创新自贸试验区海关监管的手段和方式,对服务贸易既“放得开”又“管得住”。本文首先指出了自由贸易试验区服务贸易海关监管创新的意义,梳理了海关在服务贸易监管中承担的职能范围,分析了海关在服务贸易监管中存在的问题与不足,着重从自贸试验区服务贸易海关监管创新的角度进行了研究。在此基础上,提出了以企业为单元建设自贸试验区“副区”,创新跨境电子商务零售监管思路,搭建自贸试验区服务贸易综合监测服务平台等政策措施。Service trade is an important engine for the development of the world economy and an important yardstick to measure the development level of China’s pilot free trade zones.China’s service trade deficit has continued since 1998.Although the scale of the deficit has decreased since 2018,the level of development is still significantly lagging behind that of developed countries.In order to reverse this situation,it is necessary to further innovate the means and methods of customs supervision in the pilot free trade zone,so as to“open”and“control”the service trade.This article first points out the significance of service trade customs supervision innovation in the free trade zone,sorts out the scope of functions that customs undertake in service trade supervision,and analyzes the problems and deficiencies of customs in service trade supervision,and it focuses on the research from the perspective of service trade customs supervision innovation in the Pilot Free Trade Zone.On this basis,policies and measures such as building the“sub-zone”of the pilot free trade zone with enterprises as a unit,innovative cross-border e-commerce retail supervision ideas,and building a comprehensive monitoring service platform for service trade in the pilot free trade zone are proposed.
