农村公共投资减贫效应的空间溢出与门槛特征研究

摘　　要：为探究我国公共投资减缓贫困的实际成效及演变过程,巩固脱贫攻坚伟大成果,基于30个省份2010—2019年面板数据,实证分析农村公共投资减贫效应的空间溢出与门槛特征。引入空间杜宾模型分析农村公共投资减贫效果,结果表明:农村贫困程度存在空间正相关关系,且贫困减缓存在正向空间溢出效应,公共投资、经济发展和人力资本对贫困减缓均表现出促进作用和正向空间溢出效应。运用门槛模型分析农村公共投资减贫效应的门槛特征,结果显示:存在显著的门槛效应,投资规模较小时,减贫效应并不显著,投资规模跨过第一个门槛值时,减贫效应逐渐显著,跨过第二个门槛值时,减贫效应出现小幅下降。因此,应从扩大农村公共投资规模、加大人力资本投入力度和促进各地区经济协同合作发展等方面采取对策,以推进乡村全面振兴。In order to explore the actual effect and evolution process of public investment in poverty alleviation in China,consolidate the great achievements of poverty alleviation.the study empirically analyzes the spatial spillover and threshold characteristics of the effect of rural public investment of poverty alleviation based on the panel data of 30 provinces from 2010 to 2019.The Spatial Dubin Model is introduced to analyze the poverty alleviation effect of public investment in rural areas.The results show that there is a positive spatial correlation between the poverty level in rural areas,and the poverty alleviation has a positive spatial spillover effect.Public investment,economic development and human capital all have positive spatial spillover effect on poverty alleviation.By using threshold model to analyze the threshold characteristics of rural poverty alleviation effect of public investment,it is shown that there is a significant threshold effect:when the investment scale is small,the poverty alleviation effect is not significant,the investment scale across the first threshold value,gradually significant poverty alleviation effect;when the investment scale crosses the first threshold value,the poverty alleviation effect gradually becomes significant;and when the investment scale crosses the second threshold value,the poverty alleviation effect shows a small decline.Therefore,countermeasures should be taken to expand the scale of rural public investment,increase the investment in human capital and promoting the coordinated development of regional economy in order to promote the comprehensive rural revitalization.
