河北省村镇银行“支农支小”的经营效率评价

摘　　要：村镇银行做为国家推出的定位于“支农支小”的商业银行,理论上应该能够同时实现政策性和经营性双重目标。为了解河北省村镇银行在落实“支农支小”政策目标的同时自身盈利性目标的实现情况,选取河北省截至2020年底的110家村镇银行总行为样本,利用DEA方法测度各个决策单元的经营效率。研究结果表明,河北省村镇银行总体经营效率较低,其直接原因是规模无效和纯技术弱有效的共同作用,而间接原因是品牌知名度低、资本实力较弱、从业人员素质不高、法人最大持股比例过高等。应加大宣传力度、争取主发起行增资扩股、强化技能培训、优化股权结构。As commercial bank that is positioned as"supporting agriculture and supporting small businesses"launched by the country,the rural bank should theoretically be able to achieve the dual goals of policy and operation at the same time.In order to understand the implementation While implementing the policy goal of"supporting agriculture and supporting small businesses",have the rural and town banks in Hebei Province realized their own profitability goal.This paper selects the total behavior samples of 110 rural banks in Hebei Province up to the end of 2020,and uses DEA method to measure the operating efficiency of each decision unit.The results show that the overall operating efficiency of rural banks in Hebei Province is low,which is directly caused by the combined effect of ineffective scale and weak pure technology,and indirectly caused by low brand awareness,weak capital strength,low quality of employees,and high maximum shareholding ratio of legal persons.We should strengthen publicity,strive for capital increase and share expansion of the main sponsor bank,strengthen skills training and optimize the ownership structure.
