合理实践“前端控制”——数字政府建设背景下档案管理职能的延伸

摘　　要：在数字政府建设背景下,档案管理职能向前端业务部门进行延伸成为数字转型进程中的显著趋势。文章分析文件与档案管理"前端控制"原则的产生背景及内涵,探讨误读"前端控制"原则的两种表现:档案部门在业务前端"强加意志"、在参与前端业务过程中仅关注档案资源对象。基于此,文章提出档案部门实践"前端控制"原则、在文件与档案管理活动中凸显自身角色的合理路径:优化业务过程中的公文处理与职能协作,助推实现政务信息数字连续性,以及实施面向政务文件与数据的档案化管理。In the context of digital government construction, the extension of archives functions to the front-end business departments has become a prominent trend in the process of digital transition. This article analyzes the background and connotation of the "front-end control" principle of records and archives management, tentatively discusses two manifestations of misunderstanding the "front-end control" principle, as the archives departments "imposing its own will" on the front-end business departments, and only paying attention to archives resource objects in the process of participating front-end business. The article also propose the rational path for archives department to practice the "frontend control" principle and highlight its role in the records and archives management activities, as optimizing the processing of official documents and functional collaboration in the front-end business, promoting the realization of digital continuity of government information, and implementing records archiving targeted on government documents and data.
